No, but this doesn't really fix pet totem killing. All it does is let shaman drop for example a grounding and a tremor at the same time which hurts priests and locks and does nothing to help against rogues and warriors, when it's rogues and warriors who are hurting shaman the most.
Why does every change in the game have to be there to address an imbalance in PvP? Yes, the Shaman dev blog mentioned they were working on a way to make "totem stomping" less prevalent in PvP - but this may only be a small piece of what they're doing to address this.
This does address totem stomping to an extent; if your opponent wants to kill your totems, he can go ahead (meaning he isn't DPSing you for those few moments) - but you can refresh them with a click of a button on your next GCD if you want.
This is a convenience UI change that will help out PvE Shamans just as much as PvP Shamans. Right now a Shaman has to "waste" 6 seconds (probably more like 6.5 given reaction time) before or during a fight to drop totems; this change will let them simply drop totems and go.
In regards to addressing "totem stomping": Give totems "security systems" appropriate to their element. For example, destroying a fire totem will drop a Flame Shock on the enemy; destroying a water totem will slow the target for a few moments; destroying an earth totem heals the Shaman slightly; destroying an air totem increases the Shaman's movement speed for a few seconds. These effects would only occur when killing the totem, meaning that the Shaman couldn't destroy his own totems for a buff or to debuff the enemy. This would leave the opponent with the option to kill the totem - but with an appropriate penalty for doing so. Want to destroy that Flametongue Totem? Go ahead - but you'll do some fire damage (and open yourself up to an insta-crit Lava Burst).

The bar is a good idea but drop all four totems at once? Shaman are horrible in arena right now, but this is not a good move. It greatly penalizes casters/ccers who need to drop sometimes multiple totems to dmg/cc the shaman and really doesn't do much against the melee who are responsible for the majority of shaman stomping. Bad move imo, buff shaman in a different way.
Yes because you know, this is world of arena, not world of warcraft. Each patch doesnt just benefit the arena and pvp, it affects the game as a whole.
