The BG quests are different each day.

The minimum level to get one of the "Call To Arms" daily pvp quests are whatever is the minimum to enter the associated background.

So that means: Call to Arms: Warsong Gulch has a Minimum level of 10
Call to Arms: Arathi Basin has a Minimum Level of 20.
Call to Arms: Alterac Valley has a minimum of 50.
Call to Arms: Eye of the Storm has a min of 61.

There is only one Battleground Call To Arms per day... and it's independent of your level... in order to basically have one Daily PvP quest available every day, you need to be at least Level 61.

These Dailies, and Hellfire Fortifications make up all the list of available daily quests prior to level 70.

As with all Daily Quests, these quests don't need to be done when you pick them up, but you cannot pick up any other Daily of the same category until A) you complete this for the Daily quota, or B) you abandon the quest.

Note, you get a decent amount of XP and a bit of coin for doing these quests. Twinks would want to steer clear of these as a result.

Alterac Valley actually has a minimum of 51 and Eye of the Storm has a minimum of 60

Although the quest was removed near the end of wrath, it was not removed from quests logs when cata hit, so it will be great for confusing new players.
