This will be the largest non-reagent bag in the game at 36 slots.

Here's a brief history of when bags of certain sizes became available, starting at 30 slot bags.

Warlords of Draenor

Tailors could make Hexweave Bag (30 slots)

Legion

Tailors could make Imbued Silkweave Bag (30 slots)
Players could purchase Madman's Luggage (34 slots) for 500,000g

Battle for Azeroth

Tailors could make Deep Sea Bag (30 slots)

Going off of the past, it seems like it will be a while before 36 slot bags become mainstream drops from other sources, and even longer before tailors will be able to make bags of this size, so this reward is going to be quite intriguing.

Horadric Haversack is obtainable during A Greedy Emissary event for the upcoming Diablo IV launch in June

Update: The bag has a significantly higher chance of dropping on the first Treasure Goblin kill of the day on any character on an account. Subsequent kills or kills on alts have reduced chances for this item. Blue post.

I decided to ignore the stats for the drop rate, and farm this on 29 33 53 characters on both factions on ~~four~~ five servers ~~over 36 hours~~ since Thursday night when I began doing the event (having insomnia helps). I decided to get every char out for this a few days ago and rolled some new ones I'd been meaning to, just to get the bags.

I've just looted the ~~14th~~ ~~23rd~~ ~~24th~~ 44th bag. I've ~~only missed 4 spawns~~ I've now missed several thanks to much needed sleep and socialising. After one kill, I relogged to Stormwind and found another portal up. ~~Twice~~ Three times I've looted the bag three times in a row. If I didn't have people with me to confirm it, I would assume I was hallucinating from sleep deprivation. After a week of going hardcore on this, I took a step back and only killed about a dozen times a day.

Get on your alts/bankers and go for it! I can't be the only person this is happening to.

Edited to add: I missed the portal spam, so all this is done with 2 spawns per hour. If you don't get the bag, relog to the next char. This is key. I got hung up on the second one, did several kills, and then realised I should be cycling through all of them. The one I got hung up on didn't get a bag until yesterday. I could have wasted days on her.

I can't sign up for imgur from the UK as it hates the length of my mobile number, so I've asked a friend if he can post the screenshots I've taken. ~~Hopefully they'll be up tomorrow.~~ (Friend is busy with new girlfriend and currently cares little about the internet, sorry!)

I wish I'd made a spreadsheet. I didn't set out to do this, it just kept evolving as it gets more ridiculous.

Things I have learned: chars who only have ground riding need to be left in a place that will allow you to get to spawn points fast. I got distracted, took too long relogging, and just barely missed out on a kill in SW because I was too far away. In Org, I couldn't remember how to get to the upper level in the Valley of Wisdom on a ground mount. I managed to make it to the goblin, but on a level 1 priest I had no instants, and missed the kill. Another time, someone I didn't know invited me to a party when I was talking about a portal I could see, and they couldn't. My portal disappeared, and I had to leg it across SW to the goblin. I barely made that kill.

Edited to add that on 2 June at 21:40 server time a goblin portal spawned in Org. I'd heard they could pop more often, but I've never seen one at this time. A few days ago I decided to leave chars in SW, Org and DF zones who give bags away until the last couple of days, so that I can get some for them. Time to share the luck!

In the end, I got 55 bags on 57 chars, including 4 on the last day.

In case anyone else was wondering, you can loot this even below level 10, just not equip it. I got it on a brand new level 1 rogue character.

Got this on the first kill with one character.
Never dropped again in dozens of tries on any other character since then.
I have all other items from the event.

Update 12 days later: got 5 more bags since the last days. So, yes only terrible RNG.

I didnt count, but probably killed at least 40 to 50 gobs, never gotten a bag. Had a friend trade me his alts bag eventually (from his 1st kill).
I am actually starting to wonder if Horadric Satchel and its "unique" property blocks your characters or even accounts loot eligibilty. Sounds a bit tinfoil hat, I know, but Ive seen and heard from so many differnt sources how common the bag is that im feeling like im chasing Moby &*!@ or something.
Rather extreme FOMO event, wish they just made the goblins drop coins and you could buy what you what. I can understand low % drop for the mount, but why does the bag have to be such a hassle?

Edit: actually just got the bag to drop on a character of mine, right after 6am daily reset! Good luck to all who are still chasing bags or the mount etc.!

Only go for it on 'bank' alts if you don't want to level them up to 10+, which makes them 'searchable' throw the /who command. If you have those toons that you've locket out XP, like low lvl 1-2 ones for AH management (and stealth management as those can't be spotted by the site's search or /who ingame), you don't REALLY need the extra +2 slots.

I just got it to drop on my lvl 44 Paladin Chromie time (with XP locked) toon, first try here haha, along with my main account's Warlock, both at Orgrimmar, same spawn.

EDIT: It is known you need lvl 10 to 'equip' it (I think in your personal inventory). What if you could put it in one of the BANK SLOTS instead, even below lvl 10?

Trading seems glitched. Unable to trade this to 3 different players, two from the same realm as me, on two different kills. Screen says only able to trade to those eligible to loot but all three have stated they were loot eligible. They were right there with me by the corpse so no reason to believe otherwise. I have successfully traded other items including the mount.
