Anyone have ideas for matching pants? I have never been a fan of the kilts or dresses.

Tier 16 is a 5-piece set obtained with tokens from Asedio de Orgrimmar.
There are three different colors: 528 gear from LFR, 540 from Flex shares colors with 553 from Normal, and 566 from Heroics. This is the normal/flex color.
These tokens are turned into tier from vendors at your faction's shrine:
Alliance: Clarice Chapmann (Normal), Thelett Corazón de Esquisto (Flex)
Horde: Ki'agnuu (Normal), Nadina Gemastral (Flex)

Tier drops are as follows:

Helm: LFR, normal, and heroic tokens from Thok el Sanguinario (Wing 3) in Asedio de Orgrimmar.
Shoulders: LFR, normal, and heroic tokens from Asediador Mechanegra (Wing 4) in Asedio de Orgrimmar.
Chest: LFR, normal, and heroic tokens from Sha del orgullo (Wing 1) in Asedio de Orgrimmar.
Gloves: LFR, normal, and heroic tokens from General Nazgrim (Wing 2) in Asedio de Orgrimmar.
Legs: LFR, normal, and heroic tokens from Klaxxi Paragons (Wing 4) in Asedio de Orgrimmar.

In addition, Garrosh Grito Infernal drops a special tier token that can be redeemed for any slot, like Esencia del conquistador maldito.
The four world bosses for Desafío Celestial drop ilvl 553 gloves and legs, and Ordos drops matching ilvl 559 non-tier.

Also, if you're not a fan of the shoulders, you can go for Bufas de pellejo de kodo de Gladiador incansable. They look very nice together with this set.
