In Patch 7.3.5, Rare Elite world quests on Argus now award both Ejército de la Luz and Gloria de Argus reputation. Previously, you only earned reputation with one faction.

Other types of Argus World Quests, including regular and rare world quests, still only award reputation with one faction.

The weekly quests Combustible de un mundo condenado and Acometida contra la Legión now award 1000 reputation, up from 250 reputation. You also earn reputation with both factions.

XargonDragon left a comment that Invasion point bosses also seem to drop Insignia del Ejército de la Luz and Insignia de la Gloria de Argus now.
