Going into Shadowlands, many new spells are receiving a hard-target cap, limiting the AoE damage capability of certain classes. We've released a guide that goes through all the known information about AoE damage and healing spells, noting how many targets each of these abilities can hit in the Shadowlands expansion. We also explain the different types of target caps in Shadowlands including Soft-Caps, Hard-Caps and Square Root scaling and go over how the 20/6 rule works.

Types of Target Caps
There are three types of Target caps in Shadowlands: Soft-Cap, Hard-Cap and Square Root Scaling.
: Targets uncapped. Damage capped. Splits damage equally among all targets.
: Targets capped. Damage capped.
Square Root Scaling
: Targets uncapped. Damage uncapped. Each new target increases damage at a smaller and smaller rate.
Soft-Capped Abilities & The 20/6 Rule
Soft-Capped abilities will hit all targets, but their damage will be capped at a set number of targets. After this set number, the damage will be redistributed equally among all available targets.
If an AoE Spell does 100 damage and is soft-capped at 20:
Against 10 targets, it will deal 100 damage to each target. 1,000 total damage.
Against 20 targets, it will deal 100 damage to each target. 2,000 total damage.
Against 40 targets, it will deal 50 damage to each target. 2,000 total damage.
Effects that "Meteor" effectively have a Soft-Cap of 1 as the damage does not increase, the damage is split equally among all available targets.
The 20/6 Rule
Patch 5.2 in Mists of Pandaria
, Blizzard changed the way AoE damage caps work by adding a
soft-cap at 20 targets
. This means that AoE damage spells will no longer gain additional damage past 20 targets, but the spell would split the damage equally across all targets.
Similarly for healing, the default for healing spells is
soft-capped at 6 targets
. This means that AoE healing spells will no longer gain additional healing past 6 targets, but the spell will split the healing equally across all targets hit (excluding player pets).
There are very few non-DoT spells in WoW that are actually completely uncapped. Most spells that do not explicitly mention a hard-cap on the tooltip are generally
and follow the
. In Shadowlands, while it doesn't look like the 20/6 Rule is changing, many new spells have been changed from a soft-cap following the 20/6 rules to a hard-target cap, explicitly stating this hard-target cap on the tooltip, however, there are still many spells that appear to follow the 20/6 Rule and are only soft-capped. It does become hard to test a Soft-Cap of 20 versus an uncapped spell, so some of these values may be inaccurate.
The general exception to this rule is generally DoTs, HoTs, and Healing Raid Cooldowns. These generally do full damage and healing regardless of how many targets they hit and the lack of details on their tooltips.
Hard Capped Abilities
Hard capped abilities are exactly what they sound like. The damage or healing amount is capped equal to the number of targets on the tooltip.
If an AoE Spell that only hits 5 targets does 100 damage:
Against 5 targets, it will deal 100 damage to each target. 500 total damage.
Against 7 targets, it will deal 100 damage to 5 targets. 500 total damage.
Hard-caps are usually explicitly listed on the tooltip to ensure that players understand why their abilities aren't hitting all targets.
Square Root Secondary Target Abilities
The last form of damage caps in Shadowlands is the Square Root scaling (sqrt). This damage scaling is usually applied when you see the text "reduced damage for secondary targets" in the tooltip in Shadowlands.
When you see that text above, the damage on secondary targets will scale by a factor of 1/sqrt(target#) but hit every target. You'll do less damage to each individual mob, but overall you'll be doing more damage with additional targets, however, with more targets, the difference in overall damage shrinks.
If an AoE Spell that has sqrt scaling does 100 damage:
Against 1 secondary target, it will deal 100 damage to each secondary target. 100 damage.
Against 2 secondary targets, it will deal 70.7 damage to each secondary target, 141 damage.
Against 3 secondary targets, it will deal 57.7 damage to each secondary target, 173 damage.
Against 4 secondary targets, it will deal 50 damage to each secondary target, 200 damage.
Against 5 secondary targets, it will deal 44.7 damage to each secondary target. 224 damage.
