New Tyrande Cinematic - Power of Night Covenant Campaign Chapter (Spoilers)

The latest Chains of Domination covenant campaign chapter, Power of Night, ends with a new cinematic featuring Tyrande. Story spoilers.
Recap of the 9.1 Covenant Campaign
In Chapter 7 - The Power of the Night, you help Huln Highmountain track down and recruit two former Night Warriors - Khaliiq from Maldraxxus, and The Stonewright from Revendreth - to help with a ritual for Tyrande Whisperwind. Thankfully, the ritual is successful. Tyrande Whisperwind is saved from being overcome with the power of the Night Warrior, and you learn that Elune is the Winter Queen's sister. What's more, Elune leaves behind The Sisters' Tear, which becomes the new sigil of Ardenweald.
This cinematic takes place during Tyrande's ritual, which is not going well as she's overwhelmed with the power of the Night Warrior. The Winter Queen even shows up, confused as she senses Elune's presence in Ardenweald and revealing that Elune is here sister.
Lady Moonberry says: The force Tyrande wields threatens to consume her... and will leave this grove devastated!
Lady Moonberry says: My Queen! We need your help!
Winter Queen says: My sister's power... in my forest? I will have answers!
In this cinematic, Elune speaks through Tyrande and we learn that Elune was
unaware all the souls from Teldrassil were sent to the Maw
, but sensed the Winter Queen's distress. Elune assumed that the Night Elf souls were sent directly to Ardenweald, and that by guiding souls to that realm, she was helping her sister with the Amina drought.
The language used in the cinematic is vague, leading to one interpretation that Elune abandoned the Night Elves, supporting the Burning of Teldrassil from start to finish to quickly direct souls to her sister in need. However, the phrasing "In the wake of tragedy" as well as her sorrowful voice does imply that Elune did not endorse Sylvanas' actions--she simply tried to salvage the tragedy by ferrying the victims to Ardenweald. In the novel
, we see Bwonsamdi was similarly looking out for troll spirits, but in contrast to Elune, he knew about the broken cycle of death sending all souls to the Maw.
Elune kept unaware of the Maw while Bwonsamdi knew of its troubles can be explained by Bwonsamdi's special connection to the Shadowlands as the Loa of Death, as well as the Jailer's success at keeping his ultimate plan under wraps for most of the Shadowlands questing experience. We as the players only know about the full extent of the Jailer's plans at the end of the Revendreth questing experience, when Sire Denathrius reveals all the anima he's been funneling to the Maw. Even the Winter Queen, at the end of Ardenweald's story, suspects nothing and asks us to go to Revendreth to ask Denathrius for aid. So it does make sense that Elune wouldn't know the full extent of the Shadowlands' problems, although it does seem risky for her to identify a call for help in the Shadowlands, send souls to Ardenweald, and not follow up on the situation--especially since the Winter Queen's cries for help would continue as the souls never made their way to Ardenweald.
With this knowledge, we can go back and re-read some past situations with more context. Elune's actions in the
Battle for Ardenweald cinematic
may seem more reasonable, if she lacked the context that Tyrande was furious over Night Elf souls condemned to the Maw as well as Sylvanas' pact with the Jailer. It can also explain why the raised Night Elves like Delaryn and Sira Moonwarden were so bitter against Elune, crying out they were abandoned, because Elune
that, even if the finer points are kept vague for now.
The reveal that Elune is the Winter Queen's sister also ties into the
Shadowlands' version of the cosmology chart
, revealed in
Grimoire of the Shadowlands and Beyond
, which features Life and Death as the main opposing forces. Elune is a deity wrapped in mystery for many expansions, and with this reveal that she's linked to a member of the Pantheon of Death, we're likely to learn more about her in future expansions.
The cinematic ends with Tyrande choosing renewal over vengeance, as Elune leaves behind The Sisters' Tear. We then learn in the
that Tyrande was fully-aware of the dialogue between Elune and the Winter Queen, appearing at peace with Elune's explanation for her handling of Teldrassil and treatment of the Night Elves as a sacrificial resource.

Shandris Feathermoon: The Winter Queen spoke of a purpose for the souls of our people. What did she mean?
Tyrande Whisperwind: That, Elune did not tell me, daughter. Not yet.
