In addition, you can also RaF another account by yourself. Simply send an invitation to a different email address (Recruit Account) than the one on your main account (Veteran account). Then follow all of the other instructions in the Recruit a Friend Battle.net support article >How It Works.

Remember that to earn the mount, the Recruit MUST pay for 2 months of subscription time and that the Veteran account will receive the mount 7 days AFTER the payment for the subscription time has been processed by Blizzard.

EDIT 2: Correction on the sending of the invitations if you are seeking to RaF yourself as both the Veteran Account and the Recruit Account as per the Wowhead Guide linked above:

Log on to your 'new' account, create a character and log in with it. Sadly there are legal restrictions in place in many countries that make Users in those countries ineligible :(\r

You certainly make a valid point that it is frustrating to those who collect mounts and pets. There are 2 ways to go about making this a possibility:

1. Submit the suggestion to Blizzard using the instructions n the Suggestions to Improve Blizzard Games Battle.net article

2. Lobby the government in your country to change their laws so that Blizzard can offer such a promotion in your country.
