You get this by talking to Veritistrasz (a dwarf) standing at Dragonscale Camp in Zaralek Cavern (it has a Flight Path in the south west on map). I'm not sure if there is any pre-requirements to starting the quest, I just flew past here 2nd day of the patch and noticed a quest from the air.

The first quest is "The Tale of Hraxian" - You then do like 5+ dialog talks with Veritistrasz (long speeches) in the end he give you the quest "Hraxian's Unbreakable Will" that award the Toy Voluntad inquebrantable de Hraxian

Hraxian is the most heroic of all dragons, and it's a shame his fight was alone because his story would have made the most epic Caverns of Time dungeon. To be fair, there was a background mission of Neltharion banishing the elders and that would make a great dungeon; fighting our way through the back of the army, slashing through swaths of weaker Djaradin quietly with Neltharion in his visage as we sneak along to a ritual sight to banish them... watching Hraxian slowly fall and knowing our timer is his death (maybe 30 minutes, since Veritistrasz said it felt like hours but couldn't have been).

I'm not sure how others got this toy early, but I'm glad I got this toy after experiencing Veritistrasz telling it. I will cherish it always.

So I'm assuming to get this quest to pop up you have to complete all three of the questlines involving Veritistrasz, those being the one in the Waking Shores (Starting with Quédate un rato, including looting and turning in the Diario parcialmente destruido), the one from the Zskera Vaults (starting with Lo que es basura para un dragón..., then continued by picking up the Objeto extraño redondo then the Jarrón polvoriento in the Zskera Vaults), and the questline in Zaralek Cavern (starting with Hongos medicinales). I believe this is the case because when I completed the ZC questline and the ZV questline, I went back to check and the quest wasn't there. However, after completing the WS questline, I went back to check and the quest finally showed up for me

just talk through all of the dwarfs dialog and he will offer the quest at the end, he was originally glowing yellow for me and i just kept talking to him and eventually got the toy. hope this was helpful! [li

So I initially couldn't figure out why I wasn't receiving the Tale of Hraxian quest at the campfire in Zaralek cavern after completing the other portions of Veritistrasz's questline--(Quédate un rato, Lo que es basura para un dragón... and Hongos medicinales)--turns out you need to finish Veritistrasz's portion of the 'All Sides of the Story' achievement as well.

I logged a ticket as i have done all the quests but still cannot get the toy. The GM said this is a known issue and to submit a bug report.
Hopefully everyone else can do the same so we can get this fixed!

After completion of Un jarrón polvoriento quest, Veritistrasz tells the story of Hraxian after the next daily reset, as Veritistrasz decides it's time for Voraxian to learn something positive about the Black Dragonflight. The full story is quite long, it takes several prompts to hear it all.

In the end, after listening to the entire tale in full, completing the quest Voluntad inquebrantable de Hraxian rewards Voluntad inquebrantable de Hraxian, a toy that, when used, surrounds you with Djaradin blades - the same honor that the Djaradin showed Hraxian upon his death.

The full story dialog about Hraxian:

Veritistrasz says: What Sytorian did... not all the obsidian flight were depraved, there was good in them too. I will tell you of a hero who defended the weak and saved many.
Veritistrasz says: Tellywin, could you write this down? I want my flight to hear of this as well.
Tellywin Silbafilado says: Of course.
Veritistrasz says: This is a tale set in the final battle with the djaradin elders, where Neltharion banished them.
Veritistrasz says: This is the tale of Hraxian, and how he died.

- Tell us of Hraxian.
Veritistrasz says: He always put up with the antics of the young with a smile and a wink and he was loved for it.
Veritistrasz says: Hraxian was one of the oldest black dragons. It was said only the Earth-Warder surpassed him in strength among his flight. But for all that, he was a gentle soul.
Veritistrasz says: He would sneak whelps treats when others were not looking, and he would lift the mood of any he spoke to.

- What happened in the battle?
Veritistrasz says: The draconic army faced off in a final stand against the djaradin elders. The army needed to buy Neltharion time to enact his plan.
Veritistrasz says: The battle went... poorly. The djaradin elders' mastery over earth and fire was catastrophic; they laid waste to the draconic forces.
Veritistrasz says: One of our flanks crumpled under a devastating attack. As the djaradin closed on our medical wing, Hraxian flew to help.
Veritistrasz says: As he landed, he looked towards the wounded and the noncombatants.
Veritistrasz says: He looked towards me.

- You were there?
Veritistrasz says: I was a young dragon assigned to healing duties. Hraxian was my idol growing up. Heh, I was one of the whelps he used to sneak treats to.
Veritistrasz says: You know, I do not remember what the treats were anymore. It was such a long time ago. I have a vague memory of lemon... and tart hochenblume?

Veritistrasz says: I would very much like that.

- What did Hraxian do?
Veritistrasz says: The djaradin have a need to prove themselves the strongest - a weakness Hraxian exploited.
Veritistrasz says: Hraxian roared a challenge of single combat to the djaradin: a challenge they readily accepted.
Veritistrasz says: Hraxian slew his opponent with one swipe of his claw and bellowed the next challenge.

- How did the djaradin react?
Veritistrasz says: One by one the djaradin faced Hraxian, and one by one they fell.
Veritistrasz says: As the first djaradin strode towards him, I could feel the djaradin armies roar deep in my chest.
Veritistrasz says: I could feel their hate, their lust for his blood, their yearning for his skull.

Veritistrasz says: You are not wrong. Though they started confident, as each champion facing Hraxian fell, the cheers of the djaradin died a little until they began facing him in silence.

- What did you do?
Veritistrasz says: Nothing, I could only watch. Breaking single combat was not an option. Many of us tried to heal him, but he warned us back every time.
Veritistrasz says: Hraxian fought for what felt like hours, though... it cannot possibly have been that long.
Veritistrasz says: Scores of djaradin weapons had left their mark; his blood and scales littered the ground.
Veritistrasz says: Even so, he made them pay for it. Each challenger had to clamber over their dead to meet Hraxian.

- How did he die?
Veritistrasz says: It was not a djaradin who killed him - not an individual one at least.
Veritistrasz says: After his final battle, he stood silent. The djaradin waited for his next challenge, but it never came.
Veritistrasz says: Hraxian died on his feet, with his eyes open, staring them down.
Veritistrasz says: Each battle had drained his blood and his life until there was none left.

- What happened after he died?
Veritistrasz says: As the djaradin waited for the next challenge, Neltharion banished the elders, and the djaradin fled.
Veritistrasz says: However, a few djaradin advanced. They collected the weapons of the fallen and planted them in the ground around Hraxian.
Veritistrasz says: Then they left, leaving his body untouched. It is the only time I have seen djaradin behave in such a way to a dragon.

For those who have done everything, but still are not getting the dialog to get this toy. Run this: /run print(C_QuestLog.IsQuestFlaggedCompleted(74796)) . If it says False, then you need to do one more thing. There is a quest Un jarrón polvoriento you need to complete. The item comes from the Zskera Vaults, and appears randomly in one of the vaults (small glowing vase on the ground). It will take you to the to Ohn'ahran Plains to have some dialog with Voraxian and Veritistrasz. Complete that out, and then complete the stay a while and listen (listen to each story- this may not be necessary but I did). And upon normal daily reset the dialog should be available to you in Zaralek Caverns to get the toy.

As soon as I completed the Dusty Vase, and waiting for daily reset, I went back to Veritistrasz (40.24, 68.40) in Zaralek Caverns and he had the quest La historia de Hraxian.

Seems to have been fixed for me in 10.1.5. I was able to talk to Veritistrasz in Zaralek Cavern, and after some dialogues, I was able to obtain and complete the quest to receive Voluntad inquebrantable de Hraxian.

If youre stuck like me.
I did all the quests until both guys are in Oharan Plains at Rusza*tar Reach.

Then i needed both quest items from the Vaults.

Objeto extraño redondo Seems to always be in one of the Rooms on THE 1. FLOOR
wait 1 week
Jarrón polvoriento Seems to always be in one of the rooms on THE 4. FLOOR

So there is no reason to open all the rooms every week.

For the items to show up you need to complete the Story Quests for the Achievment Todas las partes de la historia related to Veritistrasz

After turning in the Vase and listening to him i flew to the caverns and he offered me the quest for the Toy.

No need to wait another week

After testing, the toy summons a mini fortress of swords in the ground around your character, channeled for 5 minutes. IF you stop channeling the swords disappear. The toy has a cooldown of 2 minutes.

The swords only appear for you and anyone in your party. People who are not in your party cannot see it, per my testing.
